After multiple rounds of site visits and comparisons, needs assessments, and expert recommendations, the detailed design was completed in 1991. The facility comprises four sections: (1) the Structural Mechanics Laboratory (including steel-frame and concrete mechanics testing areas), (2) the Geotechnical Engineering Laboratory, (3) the Fluid Mechanics Laboratory, and (4) the Wind Tunnel Laboratory. It also includes an administrative area, teaching laboratories\/classrooms, research offices, and a third-floor meeting room.
